PMA to probe Dr. Kho for unethical conduct

Doctor-to-the-stars Hayden Kho may be out of the country or hiding out somewhere but when he returns to the public eye, the Philippine Medical Association (PMA) will have him answerable for the sex videos of himself with various partners spreading through the Internet and sold in DVD black markets.
Speaking at Thursday’s Daungan ng Balitaan forum at Danarra Hotel in Quezon City, Dr. Minguita Padilla, chairperson of the PMA Opinion Board, said Kho will be investigated and, if proven to have violated professional and ethical conduct, the PMA will make its recommendation to the Professional Regulation Commission (PRC).
“At this point, I don’t want to preempt the investigation of our ethics board. But if Dr. Kho is proven to have done all that, he is not fit to practice in the medical field,” said Padilla.
She clarified that while the PMA has no power to strip Kho of his license to practice medicine, it can pursue and support any case to that effect before the PRC.
Kho is embroiled in a controversy over sex videos of him that have spread through the Internet in which the showbiz celebrities involved were apparently unaware they were being videotaped.
“It’s a perversion. It’s not normal,” said Padilla when asked to describe from a clinical perspective how the behavior of videotaping one’s sexual encounters would be perceived by the PMA, the premiere association of physicians in the country.
“Kung talagang totoo na siya (Kho) ang mismong (If he is really the man in the sexvideo), noon, it is a very dangerous form of perversion; a perversion of the worst kind because you abuse the trust of another,” said Padilla.
Padilla said she was saddened because she personally knew Kho and model/actress Maricar Reyes, suspected to be one of the ladies in the series of secretly-taped videos, from way back when the two were a hot item on campus at a prominent university in Manila.
Speaking in the same media forum, Bureau of Immigration Associate Commissioner Roy Almoro said that once Kho returns, he will not be allowed to leave the country.
“The DoJ (Department of Justice) through the office of Secretary (Raul) Gonzalez made a request last night for a hold departure order. You can consider it official (officially served),” said Almoro.
Meanwhile, the Professional Regulation Commission (PRC) is urging those involved in the “Hayden sex scandal’’ case to file their complaints to bolster a move from senators and some individuals and associations to have a cosmetic surgeon’s license revoked immediately.
In an interview, Atty. Parson Mamalo, PRC chief legal division said the PRC Board can investigate on its own the case of Dr. Hayden Kho, a cosmetic surgeon, who was reportedly caught on video doing “explicit sexual acts’’ with a young actress, but cannot repeal outright the license of the doctor unless there are formal complaints filed by parties involved.
“The PRC board can proceed motu proprio on a particular case. Ang problema dito sa case na ito, who will testify on the documents presented? Dapat talaga mag-file ng complaints yung mga nabiktima dito, including Dr. Kho if he thinks he is also a victim,’’ said Mamalo.
“It’s already a national issue. Kung talagang there are protests, they must do so para ma-settle na ito kaagad,’’ he added.
In his privilege speech the other day, Sen. Ramon “Bong” Revilla Jr. condemned the uploading on the internet of sex videos of Dr. Kho with young actress, Katrina Halili.
The sex video, Revilla clarified, was different from the first video uploaded last week involving the same personalities wherein they were seen doing dirty dancing.
“I have also been informed that there are at least two other sex videos involving the same man with other women. These videos show explicit sexual acts and were obviously taken without the consent of the woman,’’ said Revilla.
“Sobrang laswa po ng video at sobrang kababuyan at pagyuyurak sa dangal ng babae ang nilalaman nito,’’ he said, insisting that it was Kho who uploaded the videos on YouTube.
The senator had called on the PRC to revoke the license of Kho and bar him from the practice of medicine “perpetually.’’
The Philippine Medical Association (PMA), where Kho is a member, had also condemned the alleged sex videos and assured to investigate the matter.
“We in the medical profession do not tolerate it. We condone it and in fact, condemn this particular act,” PMA president Rey Santos said.
“If Kho is proven guilty in connection with the sex videos, the PMA can file a case against him before the PRC and ask for the revocation of his license,” he added.
Mamalo said Revilla’s letter was already received by the Board of Medicine, an appellate body under the PRC, who will review and eventually determine whether or not Kho should be stripped off of his license as a cosmetic surgeon.
“I believe that the board is now accessing the reports lodged against Kho. I am not sure though if there were videos attached to the letter.’’
Asked if the sex videos were proofs enough to revoke Kho’s license, Mamalo said, “We cannot say so at this time. We have not yet evaluated the videos. Besides, the various professions have their own code of ethics and members should strictly follow those codes.’’
Mamalo noted, however, that as an observer and a parent, the uploading of explicit sex videos on the internet which automatically means intending to make it public, if it was done by Kho, was uncalled for for a professional.
But he clarified that Kho could also be a victim in this case since there were other people involved, thus could not be charged outright as the offender.
“We have to follow the process. We will also allow Hayden to submit his petition, if he has any, so that we can evaluate all sides,’’ the PRC lawyer said.
Moreover, Mamalo said one of the women involved in the sex scandal was expected to visit the PRC office Thursday to “possibly file legal action against Kho.”
He did not mention the name of the woman.
The other day, Halili appeared before the office of Sen. Revilla to seek help regarding her alleged sex videos. The senator, himself an actor, had earlier offered to assist the young actress in pinning down the prominent celebrity cosmetic surgeon.
Halili also went to the National Bureau of Investigation (NBI) on the same day, accompanied by Revilla – to file a complaint against Kho, rumoured to be his boyfriend while the latter was still together with fellow cosmetic surgeon, Dr. Vicky Bello.
The NBI will assess Halili’s statements to decide what charges could be filed against Kho and any possible accomplice, according to NBI director Nestor Mantaring.
